Questions regarding tree removal and maintenance

There have been many questions and concerns regarding the recent removal of the 3 large trees by Holmes Tree service recently and hopefully the following responses will answer the questions raised by our neighborhood residents.

1.) Holmes Tree services specializes in the removal of very large trees that are located in difficult areas that require special skills. The HOA hired Holmes to remove 3 very large dead trees on the edge of our common area that posed a potential risk to 3 different homes in the neighborhood. Not all dead trees in the common wooded areas will be professionally cut down using HOA funds unless they pose a threat to homes or safety of the residents. The cost to remove these 3 trees was $4100 and earlier this summer $2600 was spent to remove a dead tree next to the footbridge that connects Timber Trails and Natchez court that was a serious threat to residents using that sidewalk to walk children to school everyday. In addition, a large tree in the common area fell into a residents yard this spring which resulted in the HOA spending just over $1000 to have it removed from the resident's property. Nearly $8,000 dollars of the neighborhood reserve fund was used to take care of these issues and hopefully we are in a good situation at this point. If anyone in the neighborhood feels that they currently have an issue with a dead tree that could be a potential safety issue, please contact the HOA by email ([email protected]) and we will review and if necessary make arrangements to have it removed.

2.) There have been a number of concerns raised regarding the 5 or 6 dead pines that are currently in the north berm that borders Trailside Woods and the homes that sit next to Highway 32. The plan is to remove those trees this fall season. We did not use Holmes tree service to remove these trees due to the price of their services. The HOA is working with our landscaper (GKM) and possibly some other parties to remove them at a reasonable cost. Currently, the HOA will not be replacing these trees at this time, but will review them again in the future.

3.) There have been some questions regarding the HOA trimming some of the street trees, especially those with low branches in the sidewalk area. As a reminder, Street Tree Ordinance 8-3-09 (I will send to everyone in an email) from the city of Noblesville states that the street trees are the property of the city of Noblesville and not the responsibility of the HOA. Section 6, paragraph C (Regular Tree service) addresses the responsibilities of the care of those trees. Item #4 states that "the owner occupant shall be responsible for the routine care of street trees in the right-of-way between their property and the street...." Also, item #7 states that there does not require any permission to trim tree branches that are 3 inches or less in diameter. Most street trees in this neighborhood meet that requirement if you choose to trim off some of the lower branches yourself.
